Not all men buried in the UK would have a CWGC headstone. The families could request one and it would be looked after by CWGC. Some families wished to have their men on the family headstone which over the years may have vanished. Some never had anything. Next of Kin in UK had a choice of having him buried in a CWGC plot or in Family plot. If family plot, the family retained ownership and could decide on type of marker. Even so the CWGC does treat these ‘private’ graves as war graves. They are inspected by CWGC staff and if the private headstone is shabby, the CWGC will offer to take it over and erect a standard CWGC marker.
On a general note – if anyone whilst visiting cemeteries, see a CWGC headstone in disrepair, contact www.cwgc.org They are checked regularly, but you never know.
